In 2025, LEMOINE recorded $1 billion in revenue and secured $1 billion in backlog, clear indicators of the trust our clients place in our teams and the strength of our diversified platform.

Advisory Services

University of Kentucky
LEMOINE Program Services, the firm’s comprehensive project and program management division, continued its strong momentum in 2025, expanding its team, service offerings, and geographic footprint across the US. Throughout the year, our experienced program management professionals provided critical support on several high-profile initiatives, including the $2.5 billion generating capacity expansion for Genera in Puerto Rico; multiple confidential data center projects in Texas; and major higher education programs at the University of Kentucky, the University of Alabama at Birmingham, and Auburn University, alongside a diverse portfolio of private-sector clients.

To support this demand, LEMOINE Program Services grew to more than 85 full-time professionals operating from five offices nationwide. Revenue increased by 230% in 2025, with continued momentum projected into 2026. In response to this sustained growth, the division also relocated its headquarters to a larger nearby facility, positioning the team to continue delivering scalable, high-impact program management services.
DCMC
DCMC Partners, a LEMOINE Company, continued to support and expand its service offerings, supporting communities and organizations in recovery and resiliency efforts across the United States and Puerto Rico. In supporting Genera PR, DCMC was instrumental in securing $2.6 billion in FEMA funds, plus $220 million in DOE funds, including $746 million for Battery Energy Storage Systems (“BESS”) and $867 million for Grid Support Units (“Peakers”) throughout the island. This project is fundamental to restoring Puerto Rico’s power generation services across the islands, which were severely impacted by recent disasters.

DCMC continues to support its clients impacted by Hurricanes Milton and Helene across Florida, Georgia, and North Carolina to recover and rebuild more resilient organizations that are better prepared for future disasters. DCMC’s continued assistance has resulted in tens of millions in disaster recovery funding for these clients.

Response & Resiliency

LEMOINE Response & resiliency
LEMOINE Disaster Services focused on expanding our national footprint in 2025. In the private sector, our Restoration team is now providing services across the United States. Our Response and Logistics teams supported federal missions for the first time and established new partnerships in key states, counties, and cities. This expansion reflects our ability to respond rapidly, providing efficient and effective support.

Our Recovery and Resiliency teams continue to provide long-term benefits to communities following disasters. With over 8,500 homes rebuilt in Louisiana, Florida, Georgia, South Carolina, North Carolina, and Texas, we are proud to have helped families recover and return to normalcy. This year our Humanitarian team provided shelter during winter and helped individuals experiencing home instability reconnect with families.
Macro
Macro, a LEMOINE Company, delivered another year defined by decisive action, operational scale, and reliable execution across emergency response and mission-critical markets. From rapid mobilizations to sustained, high-intensity operations, Macro continues to serve as a trusted partner when reliability matters most.

In the mission-critical and data center space, Macro supported multiple high-profile clients, delivering nearly one million gallons of fuel in support of uninterrupted operations. The company also advanced key operational enhancements, including IT improvements that strengthened field reporting, dispatch visibility, asset tracking, and documentation—supporting efficient execution and clear, consistent reporting across deployments.

On the emergency response front, Macro executed one of its largest winter operations during the Louisiana Blizzard, deploying 120 potable water tankers—its second-largest water deployment by asset count—along with 22 fuel trucks. The team also supported the City of Las Vegas, New Mexico with an 18-day, 24/7 potable water mission, delivering 5.5 million gallons across more than 900 loads. Throughout the year, Macro continued to expand its potable water services, supporting communities and public agencies nationwide.

The year was also marked by milestone contract awards, including emergency fuel contracts with the State of Florida and the U.S. Department of Homeland Security, along with continued operations supporting critical facilities in Florida, reinforcing Macro’s role as a dependable responder in complex, high-demand environments.

Construction & Infrastructure

LEMOINE’s Building Construction teams have made significant contributions to enhancing communities across Louisiana and beyond. In 2025, the team worked on 120+ individual projects, delivering 85 completed projects to our clients.

Our team also received recognition across the industry, including ABC Excellence in Construction Awards for Citizens Rural Health Clinic and Port Wonder Children’s Museum, ABC’s STEP Diamond award for the highest achievable safety culture and results, multiple designations on Building Design + Construction’s Giants 400 list, and earned Modern Healthcare’s #13 and ENR’s 2025 #162 Top Contractor nationwide.  These projects and accolades reflect LEMOINE’s dedication to building projects that enhance the lives of all involved in the communities we serve.

LEMOINE Infrastructure experienced its largest year of growth with the headline 10X Data Center project, where our team is installing an extensive wet utilities package, including storm drainage, sanitary sewer, industrial/process waste systems, lift stations, and ground storage tanks across the 2,250-acre site. We are also playing a key role in supporting the Entergy Ampirical Titanium Smalling Substation, the critical utility connection for the new 4 million SF data center development in Richland Parish. This project showcases the scale, capability, and technical expertise of our Infrastructure team, demonstrating our ability to support high-impact utilities and complex developments that will help power growth and innovation for years to come.

Driven by 385 professionals, comprising 35% of LEMOINE’s workforce, our Infrastructure team continued to strengthen its core market services in Civil, Environmental & Water, and Concrete. Throughout 2025, our team delivered exceptional results on more than 50 projects totaling over $350 million. Notable projects include civil work for Mondu Solar and the Laurel Ridge Levee Extension; public works water treatment infrastructure for Abita Springs, Belle Chasse, Milton, Morgan City, and Natchitoches; and concrete scopes for Lafayette Utilities System, Jeff Davis Electric Co-Op, Shell Norco, and St. Tammany Charter School.

LEMOINE Infrastructure also earned significant industry recognition in 2025, with ENR naming the First Solar Civil Sitework project the ENR Texas & Louisiana Best Project of the Year. The First Solar project was also recognized by ABC. Additional ABC honors acknowledged the team’s work on the Belle Chasse Water Treatment Plant Intake Pump Station and the Laurel Ridge Levee Extension. Further demonstrating LEMOINE’s breadth of excellence, the Concrete Division executed work at Port Wonder, contributing to its achievement of ABC Excellence recognition, underscoring the quality and impact of LEMOINE Infrastructure’s project delivery.

Setting out with the ambitious goal of completing 750 homes, our dedicated team exceeded expectations by restoring more than 900 properties. This achievement reflects the relentless commitment and hard work of our team members, whose efforts have brought hope and stability to countless families.

LEMOINE Infrastructure continued to strengthen its core market services in Civil, Public Works, and Concrete throughout 2024, delivering exceptional results on over 35 projects totaling more than $205 million. DCMC Partners, a LEMOINE Company, continued to support and expand its service offerings, supporting communities and organizations in recovery and resiliency efforts across the United States and Puerto Rico. DCMC was selected to support recovery and project management efforts for all of Puerto Rico’s power generation services across the islands as part of Genera PR. 

Following this year’s dramatic hurricane season, including the devastating impacts from Hurricanes Helene and Milton, DCMC has played an instrumental role in assisting communities and utilities across Florida, Georgia, and North Carolina recover from and rebuild more resilient organizations that are better prepared for future disasters.
Macro, a LEMOINE Company
In 2024, Macro, a LEMOINE Company, responded to a wide range of disasters, including winter storms, potable water crises, wildfires, and one of the busiest hurricane seasons the Gulf Coast has ever faced. With an expansion of their fleet to over 110 potable water tankers, Macro has emerged as the nation’s leading emergency potable water provider.

The deployments for Hurricanes Helene and Milton marked the largest disaster response in Macro’s history, with unprecedented levels of equipment and personnel mobilized from Florida to North Carolina. Through these efforts, Macro demonstrated unmatched resilience, efficiency, and commitment to providing life-saving fuel and water to communities in need.
LEMOINE Program Services
LEMOINE Program Services, the firm’s comprehensive project and program management division, continued to grow its team, expand service offerings, and broaden its reach across the United States. In 2024, our expert program management staff delivered vital support on notable projects, including: The Birmingham Jefferson Convention Complex Amphitheater (pictured), Henan Drummond Center of Innovation, and the University of Alabama BioMed and Psychology Building.

As part of this growth, LEMOINE Program Services established new offices in Madison, Mississippi, and Mobile, Alabama, strengthening our presence in the Gulf Coast region and enhancing our ability to serve clients with localized expertise and accessible support.
Looking ahead to 2025, this key division is poised for continued growth, partnering with owners across various industries to successfully execute critical projects.

This year, The Workforce Group, a LEMOINE Company, has provided ongoing program management support for long-term CDBG-DR and FEMA IA recovery programs in Louisiana and Georgia. Workforce Group also provided 500+ personnel across Florida, Georgia, Tennessee, North Carolina, and South Carolina in response to Hurricane’s Helene and Milton.

Our team supported shelter management, program management, debris management, inspections, logistical support, and staff augmentation in over 70 individual project locations across five states.

LEMOINE Disaster Services has made record progress on Louisiana’s Orphaned Wells Plugging project, plugging over 370 wells since the project’s inception.  Enhancing Louisiana’s environmental resilience, plugging these wells reduces the risk of environmental disasters, ensuring that communities have a stronger defense against future challenges. LEMOINE Infrastructure performed civil work at the Ampirical substations in Arkansas and Mississippi.  Our team’s scope laid the groundwork for the Delta Wind Farm and Driver project, a utility-scale wind farm committed to responsible clean energy development that creates long-term value and positive impact for both the environment and local communities.

DCMC Partners, a LEMOINE Company, recently opened a new office in the vibrant city of Guaynabo, Puerto Rico.  From here, our team will continue to provide first-class service to our many clients there.  Since Hurricanes Irma and Maria ravaged the island of Puerto Rico in 2017, DCMC has been instrumental in resolving many of the most significant problems that surfaced during response and recovery efforts.

Macro, a LEMOINE Company, deployed to Guam on the heels of Typhoon Mawar in May 2023.  The typhoon struck Guam with the force of a Category 4 hurricane and was the strongest storm to strike the island in years.  LEMOINE Disaster Team members have continued to serve the island in multiple relief capacities.

LEMOINE Program Services, the firm’s full-service project and program management division, celebrated two years of operations.  The team of 23 has been awarded over 50 projects, worked in 13 states, served over 35 clients, and has a permanent presence in 4 states (Alabama, Louisiana, Tennessee, and Virginia).  They have taken on several exciting roles, including program management services for Cullman City Middle School (pictured above), one of four Cullman school projects managed by LEMOINE.

This year, The Workforce Group, a LEMOINE Company has supported state and local governments across Louisiana, Texas, Georgia, Alabama, North Carolina, and California with ongoing disaster recovery programs by performing over 8,000 damage assessments and 6,000 lead-based paint inspections. WFG has also launched a proprietary program system of record solution, 1Wanda, for the State of Georgia’s CDBG-DR Homeowner Reconstruction and Rehabilitation Program, where they are responsible for comprehensive program management and delivery.

Rescuing Louisiana: LEMOINE Partnering to Safeguard the State from Silent Environmental Threats

In the heart of Louisiana, a state known for its rich cultural heritage and diverse ecosystems, a silent threat has lurked beneath the surface for decades: Orphan wells. These wells, once used for oil and gas exploration, pose significant environmental risks if left unchecked. However, LEMOINE acting in the role of Construction Manager at Risk (CMaR) for the Louisiana Department of Natural Resources (LDNR), has undertaken the ambitious project to plug these wells, contributing to the environmental sustainability and resilience of the state. LEMOINE’s services to LDNR include methane monitoring, federal compliance reporting, disadvantaged business enterprise (DBE) outreach and utilization, site restoration, and plug and abandonment (P&A) of wells.

Understanding the Challenge

Orphan wells are a ticking time bomb that can contaminate groundwater, soil, and release harmful gases into the atmosphere. They not only endanger the environment but also pose health and safety risks to nearby communities. Louisiana, with its extensive history of oil and gas extraction, has roughly 4,500 orphaned wells that require immediate attention. As of December 2020, there are over 97,213 documented orphan wells throughout the United States. But that number leaves out the hundreds of thousands of additional undocumented orphaned wells that remain.

The Environmental Impact

Plugging of orphan wells is a crucial step in mitigating environmental damage. These wells can serve as conduits for the migration of harmful substances like oil, gas, and brine, contaminating the soil and groundwater. People living near some orphaned wells may be exposed to their methane and other gas emissions and subsurface fluids leaking to groundwater and/or soil. By sealing these wells, LEMOINE is preventing further pollution and safeguarding Louisiana’s natural resources.

Resilience for Future Generations

One of the most significant impacts of LEMOINE’s orphan well plugging project is the enhancement of Louisiana’s environmental resilience. As climate change intensifies, and the frequency of natural disasters increases, it is essential for states to fortify their ecosystems and infrastructure. Plugging these wells reduces the risk of environmental disasters, ensuring that communities have a stronger defense against future challenges.

Economic Benefits

Apart from the environmental and social benefits, LEMOINE’s project also has had a positive economic impact. Job creation, increased property values, and the reduction of potential liabilities are just a few of the economic advantages that come with properly plugging orphan wells. This, in turn, strengthens the state’s economic resilience.

As LEMOINE moved through the development of our plan, we started recruiting local P&A companies and forming alliances of small providers in disadvantaged communities. With a target of wells established with LDNR, we created buyout packages for each well with local vendors. We helped them with funding, compliance, and reporting; provided company men, safety officers, and well site supervisors; de-risked the jobsites; and brought in A rated insurers and practices. LEMOINE bridged the gap of requirements that make federal projects tough for small companies.

LEMOINE ended up removing enough obstacles and creating so many new efficient teams and affiliations that we drove the projected costs of the P&A work down by nearly 20% and returned the savings to LDNR. LEMOINE has since been able to perform P&A work for 370 wells at the original projected cost of 300.

LEMOINE flattened the hills and valleys of difficult buyout and management of federal compliant projects – and produced a product that put Louisiana at the top end of producers on wells capped in 2023.

Conclusion

LEMOINE’s commitment to plugging orphan wells is a shining example of how private companies can play a pivotal role in enhancing environmental sustainability and resilience. By addressing the environmental risks posed by orphan wells, LEMOINE is not only safeguarding the state’s natural resources but also setting a precedent for responsible and sustainable construction practices.

As LEMOINE moves forward with P&A projects in Louisiana and branches out to assist other states, we will continue to take proactive measures to protect the environment, strengthen local communities, and create a more resilient future. Together, we can ensure that the silent threats beneath the surface do not become active disasters in our future.

John Bel Edwards and Louisiana Department of Natural Resources (DNR) Secretary Tom Harris announced 300 orphaned wells plugged with Bipartisan Infrastructure Law (BIL) funding in the last 4.5 months.  LEMOINE Disaster Services is one of the two primary contractors for the project, focusing on the Shreveport, Louisiana district.  

This number of wells plugged – 300 – surpasses the record of most wells plugged by the state Oilfield Site Restoration (OSR) program in previous years. The previous record was 280 completed in Fiscal year 1998–1999, and nearly doubles the average OSR fully-year plugging figures for the last few years.

Orphaned wells are abandoned or inactive oil and gas wells.  They present environmental risks that require careful remediation. LEMOINE’s disaster and environmental services expertise and project management and coordination continue to significantly contribute to the success of the program.

Orphaned wells are a long-time concern in Louisiana

With thousands of abandoned wells scattered across the state, orphaned wells have long been a concern in Louisiana. If left unplugged, these wells can contaminate groundwater and surface water sources, leak oil, and emit methane, posing a threat to the environment. The responsibility of plugging these wells falls upon specialized contractors equipped with the necessary skills, equipment, and knowledge to address the issue safely and effectively.

Remarkable efforts

We’ve been fortunate to have favorable weather this spring and these folks have made the most of it,” DNR Secretary Tom Harris said. “They have set a record pace for orphaned well plugging in our state, helping us take full advantage of the opportunity presented by having such a large inflow of available funding.”

Funding and future project goals

Louisiana received an initial $25 million grant of BIL funding to address the state’s orphaned wells in October 2022, and DNR selected its two primary contractors in December 2022. The first well was plugged in Caddo Pine Island Field in Caddo Parish on January 17, 2023. 

The Initial Grant is more than doubles the average annual amount of funding for the regular state Oilfield Site Restoration, with which the state Office of Conservation has plugged an average of about 160 wells a year depending on weather, environmental factors, and prioritization of funds for emergency response.

BIL funding is being administered by the U.S. Department of the Interior (DOI) as part of an overall $1.15 billion announced in January 2022 for states to plug and remediate orphaned wells. Although the DOI has not yet released all the information, it has hinted that states will receive more funding phases this year.

Louisiana still has roughly 4,500 orphaned wells that need plugging, primarily located in north Louisiana. You can use the State of Louisiana’s BIL Dashboard to see an interactive map of BIL projects broken down by type and congressional district.
