Seth Lemoine Named Chief Executive Officer

Having spent his entire 24-year career with LEMOINE, Seth has played a significant role in the organization’s growth and evolution. A graduate of Louisiana State University with a degree in Construction Management, he has led complex projects, managed operations, and driven strategic initiatives while maintaining an unwavering focus on client satisfaction, innovation, and long-term relationship building. Throughout his career, Seth has been responsible for the management, operations, and profitability of construction projects while helping guide preconstruction and construction services across the organization. 

As CEO, Seth will lead the company into its next chapter while remaining focused on what matters most: our clients, partners, and people. His leadership philosophy is rooted in continuous improvement, proactive problem-solving, and delivering exceptional outcomes through collaboration and accountability. Over the years, he has helped shape some of LEMOINE’s most transformative projects and has developed a deep understanding of the organization’s culture, capabilities, and long-term vision. 

Under Seth’s leadership, LEMOINE will continue building scalable solutions, investing in its people, and strengthening alignment across service lines. His focus on innovation, strategic planning, and operational excellence will help ensure the organization remains responsive to evolving client needs while creating new opportunities for growth.

William Lemoine Named Chief Operating Officer

A third-generation builder and longtime leader within the organization, William brings more than 25 years of construction and operational experience to this role. Throughout his career, he has served in a variety of leadership positions supporting both public and private sector clients across a broad range of delivery methods, including Construction Management at Risk, Design-Build, Design Assist, and Public-Private Partnerships. 

Since joining the family business in 2002, William has helped guide LEMOINE through significant growth and transformation. As President and Chief Operating Officer of Building Construction, he has led construction operations while helping expand the company’s capabilities beyond its traditional building construction roots into infrastructure, disaster services, and program management. Throughout that growth, he has remained committed to relationship-driven partnerships, operational excellence, employee development, and continuous improvement. 

As Chief Operating Officer, William will provide operational leadership across the organization, helping drive alignment, consistency, and scalable growth across all service lines. His focus on leveraging technology, developing talent, and creating efficient systems will support LEMOINE’s ability to continue delivering exceptional outcomes while maintaining the agility required in today’s evolving marketplace. 

For clients and partners, William’s leadership will strengthen coordination across teams, improve operational efficiency, and create a more seamless project experience. By aligning best practices and fostering collaboration throughout the organization, he will help ensure LEMOINE continues delivering the reliability, responsiveness, and quality our clients have come to expect.

Leon Foster Named Chief Growth Officer

As Chief Growth Officer, Leon will lead enterprise growth strategy and value creation initiatives across LEMOINE, helping align market expansion, client partnerships, and long-term strategic growth. His leadership reflects the organization’s continued focus on creating sustainable growth while strengthening the relationships and market expertise that have fueled LEMOINE’s success. 

In this role, Leon will work closely with leaders across the enterprise to align growth-focused teams, identify new opportunities, and strengthen collaboration across service lines. His efforts will support LEMOINE’s ability to bring broader capabilities, deeper expertise, and more integrated solutions to clients across multiple markets and geographies. 

Leon’s leadership will be instrumental in ensuring that growth is not simply measured by expansion, but by the value delivered to clients, partners, and communities. By aligning strategy, business development, and client engagement efforts, he will help position LEMOINE to continue evolving alongside the needs of the industries and communities we serve.

Ben Diebold Named President of Resiliency

With more than 20 years of industry experience, Ben has built a distinguished career leading large-scale emergency response, disaster recovery, housing recovery, mitigation, and resiliency programs across the country. Since Hurricane Katrina in 2005, he has played an active role in every major federal disaster response, providing leadership and operational oversight for some of the nation’s most complex recovery efforts. 

Throughout his career, Ben has supported statewide and local recovery programs for organizations including the Florida Division of Emergency Management (FDEM), North Carolina Office of Recovery and Resiliency (NCORR), Alabama Department of Economic and Community Affairs (ADECA), Volusia County, the Louisiana Office of Community Development, and the City of Lake Charles. His experience spans FEMA Public Assistance, emergency staffing, government contracting, environmental services, and CDBG-DR housing construction and rehabilitation programs, where he has overseen the recovery and reconstruction of thousands of homes across multi-year portfolios. 

As President of Resiliency, Ben will lead LEMOINE’s resiliency-focused services, including recovery, mitigation, preparedness, environmental services, and grants management. His leadership reflects LEMOINE’s continued investment in specialized expertise and scalable solutions that help communities and organizations prepare for, respond to, recover from, and mitigate future challenges. 

Ben’s unique combination of operational leadership, strategic planning, financial management, and program execution will help strengthen alignment across LEMOINE’s resiliency services while supporting continued growth nationwide. His experience navigating complex recovery environments positions him to further enhance the comprehensive support LEMOINE provides to public sector clients, private organizations, and the communities they serve.

Tim Burdette Named Vice President of Operations

LEMOINE is pleased to announce Tim Burdette’s transition to Vice President of Operations. Tim brings 27 years of industry experience, including 22 years with LEMOINE. Throughout his career, he has established a reputation for operational leadership, project delivery excellence, and a commitment to building strong client relationships. 

Most recently serving as Operations Manager for LEMOINE’s Healthcare team, Tim has played an instrumental role in the growth and success of one of the organization’s most specialized markets. Under his leadership, LEMOINE’s healthcare portfolio expanded significantly, helping strengthen the company’s reputation as one of the nation’s leading healthcare builders. Today, LEMOINE is recognized by Modern Healthcare as one of the Top 20 Healthcare Contractors in the United States, having delivered more than $2 billion in healthcare infrastructure across more than 280 projects. 

As Vice President of Operations, Tim will help drive operational consistency, project execution, and field management best practices across LEMOINE’s Building & Infrastructure line. His leadership will support the continued growth of the organization while reinforcing LEMOINE’s commitment to safety, quality, accountability, and operational excellence. 

Tim’s deep understanding of project delivery, coupled with his experience leading complex healthcare projects in highly active environments, provides a valuable perspective that will benefit teams across the organization. His focus on collaboration, continuous improvement, and operational discipline will help strengthen project outcomes while supporting the development of future leaders throughout the company.
